Use the address above. A bug report is most useful when it says which tool, what you entered, what came back and what you expected instead — plus your browser and device for anything that looks wrong on screen rather than wrong in the result.
For a tool proposal, the words you would type into a search engine to find such a tool are worth more than a description of it. They say what the tool is for, and they say how many other people are looking for the same thing.
